Does India try to destroy Bangladesh?

They make farakka barrage and all rivers of bangladesh is dying and all the farmers in bangladesh become poor . We US people visited Bangladesh and saw this.i thought india's govt. is very good but now i see this is not true because they want make little Bangladesh poor. and i saw they block dam all times. i saw the rivers Padma & Meghna there is no water in river.
