I have had congestion for months. NEED HELP?

I have try sudafed and it did nothing for me. When I try to hock out a big one all I get is thick saliva over and over. Not like when you have mucus and see it when you spit it out. All I see is clear thicker saliva. My throat fills closed up and congested all the time. What should i be taken to loosen up the congestion in my throat ahh.
