Why is it so difficult to do web design for Internet Explorer, and not for Firefox, Safari, Chrome, & Opera?

The reason is that Internet Explorer is not a standards compliant browser, Microsoft try to make their own standards which makes it a lot harder for developers to create websites that work in all browsers without using Internet Explorer specific hacks.
